정부의 생성형 AI 콘텐츠 제작 실패:

행정안전부는 재난 대응 훈련 홍보물을 제작하는 과정에서 생성형 AI 기술을 활용했으나, 적절한 검토 절차를 거치지 않아 문제가 발생했다.

그 결과, 경찰 제복에 대한민국 표준 계급장인 무궁화 문양 대신 중국군 스타일의 별 모양 계급장이 포함되는 사태가 벌어졌다.

AI가 생성한 오류는 계급장에 그치지 않았다. 소방관 헬멧에 들어간 로고 또한 공식 소방 상징 마크와 다르게 제작되는 등, 동일한 홍보 캠페인 내 여러 제복 요소에서 전반적인 품질 관리 실패가 드러났다.

빠른 확산과 회수의 어려움:

정부가 지방자치단체에 공식 공문을 보내 해당 홍보물을 회수하려 했으나, 이미 오류가 포함된 콘텐츠는 전국 지자체의 현수막, 유튜브, 소셜 미디어 등을 통해 널리 퍼진 상태였다.

이로 인해 해당 콘텐츠를 완전히 삭제하는 것은 사실상 불가능해졌다.

이번 사건은 국토교통부가 광복절 기념 영상에 도쿄역 이미지를 사용해 거센 비판을 받았던 사례에 이어, 정부 차원에서 발생한 두 번째 주요 시각 콘텐츠 논란이다.

The Ministry of the Interior and Safety used generative AI technology to create disaster response training promotional materials but failed to conduct proper review, resulting in Chinese military-style star insignias appearing on police uniforms instead of South Korea’s standard mugunghwa (hibiscus) flower rank symbols.

The AI-generated errors extended beyond rank insignias to include incorrect fire department helmet logos that differed from the official Fire Services emblem, demonstrating systemic quality control failures across multiple uniform elements in the same promotional campaign.

Rapid Spread and Containment Challenges

Despite the government’s attempt to recall materials through official notices to local governments, the flawed promotional content had already proliferated across nationwide local government banners, YouTube, and social media platforms, making complete removal practically impossible.

This incident represents the second major government visual content controversy, following the Ministry of Land, Infrastructure and Transport’s use of Tokyo Station imagery in a Liberation Day commemorative video that drew severe public criticism.
