CCTV 확인 결과, 해당 지도자는 이전에도 벌칙을 명목으로 아동의 다리를 강제로 찢는 행위를 11차례나 반복했던 것으로 드러났습니다.
이는 피해 아동이 골절을 유발한 다리 찢기 행위를 당하기 전, 지도자를 피해 도장 주변으로 도망치거나 숨으려 했던 이유를 설명해 줍니다.
미흡한 행정적 관리·감독
동일한 지방자치단체(시·군·구청) 관할이라도 어린이집은 아동 관련 부서가 관리하는 반면, 태권도장은 체육과 소관으로 분류됩니다.
이로 인해 교육 당국이 일반 학원을 관리·감독하는 체계에 비해 태권도장에 대한 감독 및 감시 수준이 현저히 취약한 실정입니다.
피해 아동에게 미친 장기적 영향
사건 발생 2개월이 지난 시점에도 만 7세의 피해 아동은 여전히 제대로 걷지 못해 휠체어를 이용하고 있습니다.
또한 학교 친구들로부터 “네가 잘못해서 다리가 부러진 것”이라는 조롱을 듣는 등 신체적 부상을 넘어선 심각한 정신적 트라우마까지 겪고 있습니다.
Regulatory Gap in Child Protection
Taekwondo schools operate under 체육시설법 (sports facility law) managed by local governments (시군구청 체육과), not 학원법 (academy law) under education authorities (교육지원청), creating a critical gap where no direct legal grounds exist to close or suspend operations solely based on child abuse incidents, unlike regular academies that face registration cancellation, closure, or operation suspension.
Severity of Physical Injury
The child’s 대퇴골 (femur) fracture—the thickest bone in the human body—shocked emergency room staff who confirmed that children’s bones typically bend rather than break cleanly, indicating 극심한 힘 (extreme force) was applied and raising immediate suspicion of child abuse.
Pattern of Abuse as Punishment
CCTV review revealed the instructor had forcibly split the child’s legs 11 times previously as 벌칙 (punishment), explaining why the child was running away and hiding around the dojang to avoid the instructor before being caught and subjected to the leg-splitting that caused the fracture.
Inadequate Administrative Oversight
While 어린이집 (daycare centers) under the same 시군구청 (local government) are managed by child-focused departments, taekwondo schools fall under 체육과 (sports departments), resulting in substantially weaker supervision and monitoring compared to education authorities’ oversight of regular academies.
Long-term Impact on Victim
Two months post-incident, the 7-year-old child (만 나이) remains unable to walk properly, still uses a wheelchair, and was mocked by peers at school who told the child “you broke your own leg because you did something wrong,” compounding the trauma beyond the physical injury.
