북한은 2022년 7월부터 군사분계선(MDL)을 따라 100km가 넘는 신규 도로를 건설한 것으로 파악되었습니다. 이 도로는 폭 10m로 군용 차량이 통행할 수 있으며, MDL 상류의 북한강을 가로지르는 신설 교량도 포함하고 있습니다.

북한은 당초 예상보다 빠른 2~3년 내 완료될 것으로 보이는 접경 지역 강화 작업의 일환으로, MDL 인근에 90km 길이의 철책과 70km 길이의 전술 도로를 완공했습니다.

전략적 군사 배치:

일부 도로 구간은 비무장지대(DMZ)에 속해야 할 MDL 남쪽으로까지 연장된 것으로 보이며, 강원도 철원 지역의 MDL 바로 인접 구역을 중심으로 건설이 이루어졌습니다.

북한은 ‘남쪽 국경’을 확립하려는 전략의 일환으로 MDL을 따라 수목과 잡초를 제거하는 ‘불모화’ 작업을 실시하여 접근을 통제하고, 신규 도로망을 위한 개활지를 조성했습니다.

Border Infrastructure Development

North Korea constructed over 100km of new roads along the military demarcation line (MDL) detected between July 2022 and 2026, with roads 10 meters wide capable of accommodating military vehicle traffic and featuring newly built bridges over the North Han River upstream of the MDL.

North Korea completed 90km of barbed wire fencing and 70km of tactical roads near the MDL as part of border reinforcement work expected to finish within 2-3 years, faster than initially anticipated.

Strategic Military Positioning

Some road sections appear to extend south of the MDL into what should be demilitarized territory, with construction focused on areas immediately adjacent to the military demarcation line in Gangwon-do’s Cheorwon region.

Operational Capability Assessment

The tactical roads enable North Korea to quickly and easily move troops and military equipment near the MDL for operational mobility, as assessed by Jeong Seong-hak from the Korea Space and Security Research Institute.

Border Control Strategy

North Korea implemented “defoliation” (bulmohwa) by removing grass and trees along the military demarcation line to control access as part of their “southern border” nationalization strategy, creating cleared zones for the new road network.
